Affordable Housing — A Legacy of Action

My name is Tony Hector. For over 35 years, I’ve worked to create affordable housing in Hudson County, not just
talked about it.


Here’s what I’ve done:


1989: Totally renovated 20 affordable apartments in Union City.
● 1991: Totally renovated 29 affordable apartments in Union City.
● 1997: Restored 70 affordable homes in North Bergen.
● 2000-2003: Totally renovated 32 affordable units in Union City.
● 1995-2000: Rehabilitated 20 affordable apartments in Weehawken.


To this day, I’ve maintained no fewer than 50 affordable apartments in my portfolio every year for 35+ years. I
believe in the free market — but I also believe in giving back.


A Better Way Forward for Union City


For over 20 years, I’ve urged Union City leaders to modernize their affordable housing policies. Sadly, Union City
remains the only town in Hudson County where landlords can't reasonably adjust rents after making renovations,
except for capital improvements. This outdated policy blocks much-needed investment for the safety of tenants.


My proposed solution:


1. Adopt a city ordinance allowing landlords, who have vacant apartments and who renovate those
apartments, to charge HUD-approved fair market rents for a limited period.
2. No cost to the city.
3. Creates thousands of safe, modern, affordable homes for working families.
                 Tenants who have been on a waiting list for years for a voucher are given ninety (90) days to find
                 an apartment and will lose the voucher after not finding an apartment within the ninety (90) day
                 period.

4. Generates permit fees, application fees, and new tax revenue.
5. To create an environment where tenants and landlords can work together for the betterment of everyone.


Affordable housing policies created by the State make it so that only the politically connected can benefit. This
must be changed.


Union City’s leadership has ignored these ideas and wants to keep the people in the dark, it’s time to turn on the light.
